Washed up elsewhere on the island, Alonso grieves for Ferdinand while Gonzalo tries to cheer him and Sebastian and Antonio mock everything he says, including his sketch of an ideal commonwealth with no laws, work or property. Ariel plays music that puts everyone but Sebastian and Antonio to sleep, and Antonio talks Sebastian into murdering his sleeping brother and taking the crown of Naples, exactly as he once stole Milan from Prospero. Ariel wakes Gonzalo just as the swords are raised, and the plotters cover themselves with a story about hearing lions.

The latter end of his commonwealth forgets the beginning.

All things in common nature should produce

This is a strange repose, to be asleep

This is a strange kind of rest, to be asleep with your eyes wide open, standing, talking, moving, and still fast asleep.

The set of your eye and cheek says you have something to deliver, and a difficult birth it seems to be.

Antonio

Thus, sir:

Although this lord of weak remembrance, this

Who shall be of as little memory

When he is earth’d, hath here almost persuaded,—

For he’s a spirit of persuasion, only

Professes to persuade,—the King his son’s alive,

’Tis as impossible that he’s undrown’d

As he that sleeps here swims.

Although this forgetful old lord — who'll be just as forgotten himself once he's buried — has nearly convinced the King his son is alive, since persuading is the one thing he's good at and all he really does, it's as impossible that Ferdinand didn't drown as that this sleeping man can swim.

Sebastian

I have no hope

That he’s undrown’d.

I have no hope at all that he survived.

Antonio

O, out of that “no hope”

What great hope have you!

Ah, but out of that "no hope" what a great hope you have!

No hope that way is

Another way so high a hope, that even

Ambition cannot pierce a wink beyond,

But doubts discovery there.

No hope in that direction means so high a hope in another that even ambition can't see past it without doubting what it finds.

Will you grant with me

That Ferdinand is drown’d?

Will you agree with me that Ferdinand is drowned?

Who can't get news from Naples unless the sun were the messenger — the Man in the Moon is too slow — before newborn babies grow beards.

And by that destiny, to perform an act

On the way back from her wedding the sea swallowed us all, though it spat some of us out again — destined, that is, to perform an act in which everything so far has only been the opening scene, and everything that comes next is for you and me to bring off.

What are you talking about?

What do you mean?

’Tis true, my brother’s daughter’s Queen of Tunis;

So is she heir of Naples;

It's true my brother's daughter is Queen of Tunis, and she is heir to Naples.

’twixt which regions

There is some space.

And yes, there's a certain distance between those two places.

Antonio

A space whose ev’ry cubit

Seems to cry out “How shall that Claribel

Measure us back to Naples? Keep in Tunis,

And let Sebastian wake.”

A distance where every inch seems to cry out, "How could Claribel possibly travel back to Naples? Let her stay in Tunis and let Sebastian wake up."

Say this were death

That now hath seiz’d them; why, they were no worse

Than now they are.

Suppose what has taken them now were death — well, they'd be no worse off than they are asleep.

There be that can rule Naples

As well as he that sleeps;

There are men who could rule Naples as well as the one lying there.

There are lords who could prattle on as fully and as pointlessly as this Gonzalo —

The Tempest Act 2, Scene 1 summary

Washed up elsewhere on the island, Alonso grieves for Ferdinand while Gonzalo tries to cheer him and Sebastian and Antonio mock everything he says, including his sketch of an ideal commonwealth with no laws, work or property. Ariel plays music that puts everyone but Sebastian and Antonio to sleep, and Antonio talks Sebastian into murdering his sleeping brother and taking the crown of Naples, exactly as he once stole Milan from Prospero. Ariel wakes Gonzalo just as the swords are raised, and the plotters cover themselves with a story about hearing lions.

Antonio argues that everything up to now — the wreck, Ferdinand's death, Claribel's distance — was merely the set-up, and the real action is the murder he and Sebastian are about to commit. Shakespeare gives the phrase to a killer talking himself into a crime, though it is now carved on public buildings as a hopeful line about history. Read in context it means something colder: the past is no excuse and no constraint, so act.

Gonzalo imagines running the island as the opposite of Europe: no trade, no magistrates, no literacy, no property, no work. The speech is lifted from Montaigne's essay on cannibals and it is genuinely idealistic, but Shakespeare undercuts it twice — Sebastian points out that a kingdom with no ruler still somehow has Gonzalo as king, and the audience already knows the island's actual native is enslaved a mile away.

Sebastian raises the last obstacle to killing his brother, and Antonio's answer — that if conscience were a blister he would feel it in his shoe, but he feels nothing — is the most chilling moment in the play. It establishes Antonio as a man with no inner brake at all, which is why Prospero's forgiveness of him in Act 5 lands as strangely as it does: Antonio never repents and never speaks again after his last joke.
